Borgos Pieper was invited to design two 90,000 sqm government buildings within the Tangi New Tashkent masterplan, each serving 5,000 civil servants. The proposal combines a perimeter block with a singular tower and a triangular winter garden, creating a unified architectural and civic statement. The scheme emphasises resource efficiency, adopting a rational grid and durable materials that reduce operational costs while ensuring robust performance. This pragmatic approach delivers both value and longevity in a high-traffic civic facility.

At its heart, the design expresses a clear architectural idea: the triangular winter garden. Acting as a thermal regulator and social hub, it lowers cooling and heating demand while offering generous communal space filled with light and activity. The project establishes a civic presence within the new government district, combining ecological responsibility with institutional identity. It sets a benchmark for sustainable and forward-looking government architecture in the region.
